There is a certain logic to this behavior. Lottery purchases cannot be accounted for by decision models based on expected value maximization, since tickets cost more than the prizes they can potentially yield. But more general models based on utility functions can accommodate this risk-seeking behavior. These models also show that lottery purchasing can be influenced by emotions, especially those of fear and regret.
